Halloween Candy Ban Wrongheaded

Leaders of a Syracuse, NY school district think they're helping kids by banning candy and cakes. Instead they are exposing their ignorance of perfectly healthful candy and cakes, made from fine natural ingredients, loaded with nutrients and tasting even better than the much more popular junk versions which have given treats a bad name. Why not mandate ingredients, rather than the final products? Instead of banning cupcake, why not merely mandate the following ingredients:

Unrefined sugar substances (evaporated cane juice, grade B maple syrup, agave syrup).
Unhydrogenated oils
Organic butter
Whole grain flours
Organic brown eggs

And ban the following:
Refined white sugar
Margarine and other hydrogenated oils
White flour
