World is a safer place despite people's fears.

Really?

I think they are out of their minds. Wars are being replaced by guerrilla tactics like terrorism (both private and state sponsored).

The global right-wing crackdown on dissent is also affecting the development of resistence movements in my estimation.

I think that the article is correct: the world is getting better, as democracy/capitalism spread, which they are. I don't know how Nadir can attribute "right wingers" for clamping down on dissent; the left has never been less-to-blame than the right for this. However, with the fall of the soviets (and other forces), there has been a spread of democracy/capitalism, which Nadir would label as "right-winged", so to the extent that civilization has expanded, the anti-civilization practices there of free-speach clamp-down would fall under his catagory of "right wing."
