Why NAFTA hasn't helped Mexico

Larry Kudlow says Mexico's leaders have raised taxes rather than lowered them, and have failed to nationalize its petro resources, and that this explains why Mexico's economy chases its citizens to the US. Kudlow also concludes that illegal Mexican residents provide a massive net tax benefit to the US economy; he favors drastically elevating the cap on annual worker permits and citizenship applications from Mexicans. Kudlow's commentary is the first I've found that compares the tax benefits of these illegal workers (taxes paid) to the tax liabilities (enrolling children in school, requiring medical care). I support Kudlow's call for opening the borders to legal Mexican immigration, and to urging Mexico's govt leaders to reform their economic policies.
